New Problem:
I have accured a problem with my new system that I could fix with my original design of triggers, however, this new design is much smaller, but the problem I cannot seem to fix.
Basically, this is what the triggers look like.
Aquire Item
Events
Unit - A unit Acquires an item
Conditions
Actions
Unit - Add Ability[(Custom value of (Item being manipulated))] to (Hero manipulating item)
Lose Item
Events
Unit - A unit Loses an item
Conditions
Actions
Unit - Remove Ability[(Custom value of (Item being manipulated))] from (Hero manipulating item)
All the items are set abilities that I have set abilities to.
This trigger is the problem:

Unit - A unit Begins casting an ability
Conditions
Actions
Item - Make (Item carried by (Casting unit) in slot 1) Undroppable
When the ability is used, a person can drop the item, them pick it back up and reset the cooldown. Is there any way that I can't find to make it using custom values or anything for that matter to make the item undropable, Wait X seconds(cooldown) and then make droppable again.
