Please help me how to restrict installing of all unwanted...

Dear to all the good people here at the forums

Please help me how to restrict installing unwanted programs and
software in my computer because most of the times my
friends and customers here at my place installs unwanted programs,
viruses etc which slows down my computer. To b e more accurate
please look at the screenshot below and please teach me how to
create this kind of setting. Until know im searching for the right anwers
to create this kind of settings.

You need to make an account on your computer that isn't at administrator privileges, thats... about it. Or you can use weiiiiiiird crazy programs...

thanks for the reply co-admin Xantan, but i dont know exactly how to
create an account without administrative privileges, I hope somebody
can tell me how to do this, im not a programming expert but willing to learn. Again thanks
