So my question is how do you make it so when you enter a region it makes lets say a whole base visible like in village builder how you enter one circle of power and it reveals your base how would one do that?

Regions. Have a region around the circle of power, and one around the base, and when you enter the one around the circle of power, you get vision of (region), which is the one around the base.
