Hello- need help to change and making skins in w3

Hello
I need some help to making and editing skins in w3 like as some maps which are totally modified(textures and skins of units). What tools and others should i use and what program can i make textures which modyfing map or units?

I don't modify models but I know a program there can; Try google "War3ModelEditor" (Made by Magos).
