Can't open maps with warcraft 3 world editor

For some reason, I don't know why, I cannot open any maps with the Warcraft 3 world editor. or the Jass New Gen world editor either. I get a bugged window that can't open any files nor navigate through folders. I put the world editor into the exceptions/trusted files in my antivirus(at first I was having issues with it sandboxing the editor) and I also tried running it in compatibility mode. I am running windows 7 professional 64 bit.

I just wiped my hard drive and re-installed everything a few weeks ago.
