Night of Mist RPG Tier 3-4?

help me i dont know where can i find the tier 3-4 quest on Night Of Mist RPG map on warcraft...

but i got the tier 2 char.......so far i dont know how to get tier3-4..im level 1001 for now

anyone knows how to get tier3-4?

still i dont know how to change....
but when i kill hallow ichigo he drops item 10000,2000 and when i pick the item the "Hidden" pop up in the bottom left of my screen.. and the item automaticly drops....

when i check the quest/f9 it says

1 :100 2: 500 [Hidden] : 700 1000: 1000+ i dont know wheres the next job.. -.-

I assume it's level 500. Need the same item that you got for tier 1 and go to the arcane library in the first city. You level won't change.
