Hopefully most of the text is in the WTS file, then you could always copy and paste it into google translate.
The rest in the Jass file you will have to do manually. In jasscraft (I think that was the tool), all the extra in game text should be highlighted and easily found to translate.
This is how I did my first shopping mall, and it also helped me learn a little german.

Vegas, Don't forget units, items, skills etc.. I doubt they are at the .wts file
