No. The only way to increase base damage is to add stats to your main attribute. The same goes for base speed, except you need stats in Agility. Fai's CP, however, can add invisible items that add damage and speed, except it's just a claw of attack and glove of haste and you can only have four.

Modding damage requires adding 16-32 abilities and tome items to the map, to cover possible bytes and avoid lag. Same for defense\attackspeed\etc. Since there's no simple way to inject item and ability data into the map, cheatpacks do not support this function.

Nearly every cheatpack has a -ms command, which lets you change the movement speed of the selected unit. However, WC3 does not allow you to change the amount of base damage a unit can deal; the best way to do so is to add strength/intelligence/agility.

I wanted to make more invisible items. Yet I was lazy. Those 4 items are what we needed in DotA. I'm pretty sure there IS a way to add more damage tough it wont be as simple to code as a gold command (example).
event - a unit is attacked
condition - boolean - add_more_damage == true
action - set_unit_hp -X
X is the ammount of damage you increased...
it looks a rather dumb and actually I didn't try to code it.. just something I picked up now. Tough kinda thinking of it.. Tiny has a skill (ultimate) that increases his damage (and grow in size) so if its possible in a skill I'm pretty sure its possible in a trigger aswell.. tough.. w/e I never needed to add damage xD

Don't some maps have tomes that give dmg? eg angel arena maps.

I'm pretty sure I remember JJ's adding damage. I used to use that in DBZ Tribute.

yeah, that was a trigger like what haxorico said. It reduced hp when a unit is attacked. I have tried it in DotA. It wasn't instant. You can definitely see the unit reduces HP by twice. So it isn't too convincing.
For tiny skill, no, it wasn't a Trigger alone.

to be honest their is a cheat pack that gives speed you say -ms for movement speed or move speed.
