Does anyone know if there will be heroes in SC2?

Nope there aren't. Although in custom maps people will probably make maps with heroes like they did with SC

how can people make maps with heroes if there are none? and why in the galaxy editor is there a tab called 'Hero'

I believe what he meant is that there won't be heroes in the campaign, to preserve the original feel of Starcraft, (which had no heroes in the campaign), but Blizzard is going to allow you to make your own similar to Warcraft's in your own maps.

Hm? So how do you make a hero in a custom game? Because I looked and theres no hero option...

I don't know. I don't have the beta. See what I did there? That's right, I said it's still in beta. Wait for the final product before you start asking for answers no one but Blizzard knows, ._.
