What os do ya use? i downloaded it from the link and for me it worked fine

nope...
i had this around a year ago using deprotect, too
i didnt manage to solve it

maybe is something like the .net framework missing O.o?

if ya got net framework ya could try to delete mpq recover.. than reinstall net framework 1.1 and 2.0 and then install it again...
