If I had to guess, I'd say that it calls the singleplayer cheats. But I really have no idea.

That function takes a cheat string and inserts it into the game code..

You know.. Cheats like.. ThereIsNoSpoon, StrengthAndHonor, AllYourBaseAreBelongToUs, GreedIsGood, etc.
