That means you have a script error. Maybe they came up with a protection that tricks PCI into inserting it into the wrong spot, or it's already cheated. Either way, I suggest you download a clean copy and try again. If it happens again, try Ozzapoo's AutoCP 2, and if that doesn't work, either, then do it manually/request someone to do so.

Interesting. I thought 64-bit OS's can run 32-bit programs. Are you sure it's 64-bit incompatibility, as opposed to the .NET 2.0+ dependency, or perhaps the OS itself (Are you running Vista?) ?

After you open the map, you type your chosen activator into the box beneath the cheatpack selection box. Then, click Insert, and then Save.
I'm fairly certain it only works with JJ's cheatpack, however.

I have it working on Vista fine. Perhaps you are lacking the .NET 2.0 framework?

Try HERE. It's for 3.5, but I think that works fine enough.
