In addition to watching him snipe against Momentum, I watched him snipe in the beginning part of the first demo against others, and he demonstrated a severe lack of anything remotely egregious. As scout or demoman, he does not show any unusual qualities. Therefore, I give this player a z42, no hacks, based on the two demos I have watched.
However, five hours is undeniably an extremely small amount of time to be such a good sniper, particularly given that he has never played sniper on a different account, either.

He's very single-minded. If you're a good sniper in other games, then 5 hours would actually makes sense. 1. No, not really. I confessed in-game that I don't like hardly any first person shooters, (except Team Fortress 2), and I never had any previous experience of sniper.
