are you sure its your second and not your third?
casue for your second one you just talk to the guy in the city
For you that would be Alex the cleric, then for your third job change he will tell you where the guy is.

I was stuck looking for that guy for a few minutes also, anyways, hes the goblin alchemist in the beginning, where you get the first quests. Hes next to the first job change. Hes easily forgotten.
