Sorry for the delay in responding, schoolwork and crap.

But, er, I looked at the picture, and I'm sure this would have nothing to do with it, but under protocol, instead of "Both" make one for UDP and TCP. I don't think it would do anything but it's all I have for now with all the crap I've been busy with =3.

Check to make sure that you are forwarding to the IP that your computer has, not what you tried to set it to. It's possible that something else on the network, like an Xbox or a laptop, already has the IP address, and so you're forwarding it to the wrong IP address.

Hey thanks for all the help guys, Ive figured out what was wrong.
It was something a million times more simple than i expected it to be, It was bloody windows firewall blocking it and ive now opened "individual ports" because windows firewall is so crap that you cant open ports in a range xD
Anyway thanks everyone for your help ^^
