Ok
*opened ports 6112-6119 on both TCP and UDP and opened a port my router does for me for b.net (4000-4000 TCP)

*went on router page (192.168.2.1)

*followed the static ip guide but ill write down what i did

*went to properties on my connection which provides my internet in "network connections"

*Internet protocol TCP/IP
picture in attachments for my "ipconfig/all" and what i set my internet protocol to.

*I then tested if i could host and couldnt.

Thats all i think

Well, it says that you set your IP to 192.168.2.3. You're forwarding ports 6112-6119 TCP & UDP, but are you forwarding to 192.168.2.3 (your IP address, according to ipconfig) or 192.168.2.1 (the address you visit to access your router's settings)?

ok i had the same problem EXCEPT i didnt put my ip adress into forward i put my static and i still cant host, its not my firewall trust me. wtf

Er, I dunno, then. It should work. Did you change the port in WC3 options? Did you make sure your 'rule' is active? Did you type in the correct static IP?
