If the person who's trying to escape is a hero,
type -revive on a unit to revive your hero at the selected target
type -tele and use patrol anywhere around the map as your map-wide blink ability

Yes it is,

If you say -tele it changes patrol to teleport and if you say -revive while selecting a unit the dead hero will revive next to that unit...
