its not about if its fullfiled...
if they fulfill it then they are supposed to transfer it...
the requests are not for replying with the whole map...
U r supposed 2 read the request,reply like "im on it" put it in FULLFILED maps.
If you dont do that,that you dont do,then you have a mess,that you already do.
Some time later,our Dekar has to delete the whole site and get some damn order.
But in real,the site's order is based to us,its members.

It goes like this...
A requester request in the request section...
Some one (like me) comes along and then cheats the map
Then posts the map, if it was done by me or a fellow mod
then the request will be put right into the fulfilled section...
Though if a normal member does it a mod/admin will put it
there when he sees that it is good enough...
