Is there a tutorial on how to translate a map? I mean items and skills, that kind of thing

If you are talking about the language, I've used this in the past.

It can change the syntax sometimes, so watch your colons, semi-colons asterisks or what have you.

but where are the map files?

Use an mpq editor to extract the war3map.wts file. This generally has most of the text in the map.
