There's a whole lot of rules on that page. Maybe you can elaborate which rule he has broken, because I sure don't see anything wrong.

Sorry for my mistake. I'm not sure what's wrong, but I think I should post on Fulfilled request instead of map request. Thus, I will post again on the fulfilled request. thanks.

There's no reason to post in Fulfilled section since your request wasn't 'fulfilled'?¿ lol. The fulfilled section is for maps which their request was already done or if you have cheated some map and want to post it there.
