Were you killing Fragment of Damien's? (just to be sure)

If your problems persist and you use the cheat pack for saving, I recommend spawning him -spa 12 h028.
Keep in mind that Tier 4 has the requirements listed:
- 500,000+ stats (required for items below)
- (I055) Paimon's Grieving Soul
- (I057) Prideful TaeRaeJinGap
- (I059) Prideful Leather Glove of Assassinations Damien will not spawn unless you meet these requirements in your active inventory.

His nickname is Anuxi,
His inventory is loaded with all mephisto flag and baal.flag, then somehow he tier up and changes to New Blood Vampere. SOMEONE PLZZ EXPLAIN ME HOW TO TIER UP TO TIER 5?

Thanks for the information correction. It may be because I haven't played in a few weeks, and not often since I made the initial post, that we haven't played a game together. Or at least part of the reason.

What're you having trouble with in making it? Like, do you have all the items needed for it but you can't fuse it into Dark Matter, or can you not find some of the parts?

You need Vassago's Spirit as well. I don't know if it's a guaranteed drop, but if it does drop then it's underneath the Baal summon item he drops. It's impossible to see without moving said summon item, if I recall correctly. And you may need an additional Gusion and Belial spirit that aren't already fused into a Devil King Heart. I can't remember if they were still in my inventory after I made my Dark Matter or not, it's been a while.
