Not every double post is a bump. In this case, I believe him posting again was perfectly justified. This wasn't exactly the right place to post for what he asked, but nonetheless, if he hadn't posted again, could you honestly say anyone would've seen what he had written?

Perhaps I should write another rule for that...hrm.

I have thought of that but he could delete the earlier post thank you post to make this valid, and the bump was made within 1 day.

Yes, that would work...however, I doubt most users would think of it. Again, perhaps it's something that should be made clearer in the rules...
