How to externally open .w3a/.w3o files?

How to externally open .w3a/.w3o files?
For reference, .w3o files are the custom object data files that can be exported from a custom map. W3a is specifically the custom ability object data.
I need to create a bunch of redundant abilities, and it would be much easier to edit the data externally, rather than through the convoluted world editor gui. So, I have exported the .w3a file, but how can I edit it easily?
What program can open these types of files? I tried notepad, along with an slk editor, and neither worked.
There is more useful information in this thread, which describes the table format of the files after they have been opened.

Open a blank map and open the abilities tab.
Now click filevand import ability data and point it to your ability data.

You can try using W3M Master it can edit the following:
Trigger String, Units, Items, and Abilities.
