Is it possible to make it so that a cheat pack can only be accessed by someone with a certain name?

Sure. Presuming you're trying to do it with JJ's CP, (this version in particular), then all you have to do is remove the "-" in:

string Activator="-cheats  "]

Then replace either names in either of these lines:

if GetPlayerName(Player(zzz))=="JJ2197"then
if GetPlayerName(Player(zzz))=="SpicePirate"then

...with your own name.
