Making clan mark

well, i made a clan in some game, and somehow the name was "another".
now, im trying to get this picture's "A" with its glow out, but its hard.

any kind soul wish to help me? format is 32x32 bmp.
background can be black, or transparent, or both, so i can decide on which one to pick.

oh btw, just curious, how to make a transparent background for bmp using cs4?

edit: somehow the black background becomes transparent in my game. cool.
