If you turn off port 80, you wont get any more internet. What are you trying to do?
If you really want to disable, click:
Windows Firewall:
Outbound Rules: Right click and "New Rule":
Select port and click next:
Select type TCP and Type 80 in the specific remote box:
Select "Block the connection"
Select a profile, give it a name and Voila....you will now be blocked from visiting wc3edit.
well, at least it should work.
