Thats odd. Okay lets do some more tests.

First off enable beeping sounds on BIOS about temperature. See if you get beeps or try disable auto shutdown (in the bios tab)
Next up you can try a live mode version of linux - maybe it is a virus or something. Its not hard to set up an ubuntu live usb/cd.

I believe it has something to do with cables and stuff, check if your motherboard is damaged.

Edit: To make sure its not a virus try linux since you can diagnose the problem thru windows.

Well due to that I couldn't read that, as my iPod died and couldn't be charge (I only got a USB cable, no pc = no power) I called a technichan.
He told me that the power adapter I used for this week (the new one) did not fit the PC, and burned the motherboard + the processor, and he offered me to replace those, with some cheaper components, for a invalid of about ~400$

I talked to some people and they told me he is probably ripping me off, as there is almost no chance that happend, not that way + the PC wont be up for that time and won't start windows, not even on safe mod. It just wouldn't be able to do so.
+ if the part I replaced has made the trouble, I better turn to the guy who installed it for me, and see what he says. And if he says "Sorry dude I fuc*ed you up" a proper fix should be made by him for free :D

What do you think.

P.S: Jen my grammar aint that goood, specialy not on a mobile :)

Thats impossible, if your motherboard is fried it wouldnt even boot up or even start at the first place. And dont get me started about the processor. He is totally ripping you off. That cant be it. Try what i said on my previous before you spend so much money.

Try removing any pci slots and cd drives or perphaps ur second hard drive (if any) to see if the problem is overheating. Try booting with the least possible hardware attached to mobo.

CPUs don't die, I never had a dead one in years of overclocking! (Extreme OC in some cases) In theory they could die due to electromigration, but I really never saw that and I OC'd a ton of PCs. Motherboards die most of the time, PSU is also likely. RAM sometimes dies, but most of the time bad RAM was bad when you bought it already. If you don't have replacement hardware to check what's broken I'd suggest buying a new mainboard and a new CPU. (Use the opportunity to upgrade ;) - depending on what you get probably $70-$100) Make sure you get a mainboard with integrated graphics, that can be really handy in case your graphics card ever breaks and they don't cost much.

I didn't read all of the posts, but if your PSU smells burned get another one from somewhere (old PCs, all ATX ones should be compatible) or don't click me a cheap one. (Shouldn't be more than like $40)

edit:
Oh fried motherboards often make the PC unstable, so being able to boot doesn't mean your mainboard is okay. If you know what to look for you may look at the capacitors, if they pop or expand then they're broken. Broken PSU may also make the PC unstable. Same applies for RAM. (And in theory CPUs, but as I said I never saw a bad CPU!)

Shouldn't matter, modern CPUs just lower their clock rate. Even the old Pentium4 could run fine without any heatsink.

Hax, seriously do what Vegas said. Re-thermal paste the processor after cleaning it and the heatsink. It takes about 5 minutes to do at most and costs maybe $10-$15 for the paste unless you want some high class stuff.

@ Dekar, you missed me catch a CPU on fire before :D
