1) Like Senethior said, if you have a sudden surge in bandwidth usage, it's probably people downloading that file.
2) Surfing website might cause download speed decrease.
3) Share network.
@topic: For .rar/.exe it took me less then 10 minutes. Torrent will depends on the source connection, sometimes I need around 20 minutes.

Yarly, I was only getting 8mbyte per a sec. And that was on my best run... On a 100mbit/sec network.
