Monitor settings won't matter. The hexadecimal colour code for (part) of Mr. Green is 00CEA6.
This converts to 00 Red, 206 Green, 166 Blue (out of a possible 256 for each). He's not green, nor is he technically teal/cyan (both have equal proportions of green:blue). X11's DarkAquamarine and DarkTurquoise are probably the closest in terms of looks to him; there's just a little less blue in Mr. Green than there is in DarkTurquoise. Call him what you will. My official ruling, however, is that he is green-blue.

And monitor would matter, since crappy ones would have messed up colours.

I'm not sure if it's monitor, but if it's not, it's video card. ATI/nVidia cards all have desktop settings that allow you to change the vividness of colors, which can falsify them.

0-255 are the values that are acceptable in colour codes, but that is 256 possibilities.

I meant that monitor/video card settings wouldn't matter. The HTML colour codes are universal, no matter how your computer is displaying them. It is what it is.
