'Bumping the topics'. I do this a lot with out reading the post date (my bad), but what's so bad about bumping an old post?

Ever seen a topic bumped 8+ times in a row?
I think at that point, you should get the idea that no one cares.
To answer your question, no, it's not bad until it gets out of hand.

Moreover, when you post in a topic that was fulfilled, finished, and forgotten about just to add something like "thank you" or "works fine" it's just annoying. Imagine if everyone went around and went to the very last page in broken fulfilled and then replied "thank you" to each post from there to the first page. That kind of spam is annoying, for one, and unneeded. If there is no reply to it, and it's been that way for a good 3 months or more...just leave it alone. It's obvious no one cares, not even the OP because he/she just stopped posting.
