I don't think you can, I didn't find any triggers for them.

Have u seen that final thing at tier 1 place there is a moon well or whatever it looks like it has no portal

Yes, there is no region there to tier into one of the two hidden characters.

So... the only way is to cheat and save with those heroes? Btw how to tier with them?
