He is located in upper center of the map ..
you need to kill it and get an purple scroll item, then bring it to the "NPC SHADOW DEMON"

Note: you need to be level 500 to go their ..

i already beat the ugly brown boss and got the pink scroll. but when i go to tinker nothing happen

already did that. i even get the itemid of that scroll.. level 1800 level 2000 level 3000 nothing happenssss

There might have been a class that didn't have a tier 4 - i dont remember.
But you should get like 50+ levels for killing the ugly brown boss and if you bring the scroll to the Tinker you should advance.
