It's like programming, first learn how to add a cheatpack > SP > CC .

Like Apple said, change the act of HKE CP is easy if you know JASS. But what about this statement?
Read the password/activator in the file comment below. Again, please make sure the password are not in a public post. Since it will be complicated to edit such a password. Don't mess it up. Thanks
Should we ignore that and make the public post about how to change the act?

It is my opinion that it doesn't matter - additionally, Kyoshiro already made the activator public in the file comment.
