Have you tried it on other maps? It may be that the map you're trying it on has a protection, so that MPQLib.dll can't open it. In that case, you would need to manually hack it with a storm.dll editor, or request someone to do it for you.
If it doesn't work on other maps either, check to make sure that you have at least .NET 2.0.
