Download MPQ Editor from that link. Open FoC with it and extract everything to a folder. Cheat the war3map.j, and save it, get rid of the uncheated one.
Open WE. Make a new map, and save. Then, open that map, and put in all the extracted files, including the cheated war3map.j, and go play!

It can't open FoC, because FoC is protected. The file CPD uses, MPQLib.dll, is the same as MPQMaster. If MPQMaster can't open it, CPD can't. You'll need to extract the war3map.j with RMPQEx or Ladik's Editor and look, manually.

so u mean CPD only can open the map with MPQ? and if i delete the MPQLib.dll and use the .dll from Ladik?then can it be open?

No, that wouldn't work.
If MPQMaster can't open it, CPD can't. You'll have to check manually.
