Is it possible that it can be by ip that protection not by nick.And if possible can you tell how? What has to be changed with what for it to work? In few words How To Do It?

There's no way to find out the IP of a player in WC3, so what you're asking for won't work. You need an external program like Listchecker or Banlist to be able to find the IP. Even if you used an external program to get the IP, WC3 can't do anything with it. You'd be better off using WC3Banlist or something similar.
