Hm.

I just looked through a bunch of RoC maps... I don't think they support custom loading screens. I may be wrong, but I think that .w3m maps can't use them. TFT can, and everything I've said about the loading screens applies, for the .w3x maps. But I think .w3m maps just can't use custom loading screens.

Try it as a bitmap, then, see if it works. I don't think it will, I'm pretty sure that targa would be the format for both, but it's possible that they didn't use targa in the earlier ones.

.blp i mean its something weird but i have been looking around and people say its not .tga

Aha! I just looked in a different map with a custom loading screen. Apparently, if it's split in four, then you have LoadingScreenTL.tga, etc., but if it's just one, it's FullScreen.blp! So, if your loading screen is only one image, it should be named "FullScreen.blp".
My apologies. DotA is usually the only map I really mess with the loading screens on, so I'm used to the 4 part loading screen...
