Well it all depends on the hosting service, but, as this is not some 'free' domain or some free forum provided by another site that is also hosted on another site... All you need is a hosting service, and a domain registered... you can get some pretty cheap nice ones, I think dekar got a cheap nice one ^^
anyways, to sum it up - it depends.
