You may make a page, that's no problem.
I even allowed advertising it here if people asked so far.
What they did was spamming stuff like "wc3edit.net sucks, come over to my page and I make you moderator!".
They didn't even ask me (we have a rule against advertising) and they spammed it via pm to all users.
