well I don't know, I received many warning before , it was due to spamming, bumping 3 year old post.

Generally speaking, I allow a grace period for new users in regards to rule breaking. People who chronically fail to learn from their mistakes, or people who otherwise continue to not follow the rules, however, will either learn to follow the rules or be banned. It's your choice.

Same! I didn't know there's a report button until someone gave me a warning... Tears of blood.

If you read the General Rules topic you would have seen the part about the report button. Bartimaeus added it in order to make people aware of the report button.

It's not that hard to read the rules guys:
announces/general-forum-rules-t890.html
map-requests-f65/new-requesting-rules-updated-13-july-2009-t6476.html

The general rules is on the top every forum, the new requesting rules is a sticky on the Map Requests forum.
I never thought it was that confusing o.o

However it is not hard to miss it too. Few people would read the whole rule, for instance you download a software, usually there's a terms and condition, I bet few people read everything there too? I could accept that verbal warns come before a statement warning about rules...
Anyways I found out where the tiny red report button is, I'll definitely not get warned about that anymore...

Okay, the difference is no one cares about the ToS because it's 9001 pages and you can't read it unless you're a lawyer. The general rules is like a page or two long with spaces in between every rule. You should have the attention span to be able to read that.
