I think you miss-understood something. Hacks (like Map-Hacks) and cheat-packs are not the same.
Cheat-Packs are in-game commands taken from the world editor, any map can have cheats in a legal way (like DotA has for single-player)
But Hacks are tools that change the game in a way it shouldn't be and there is no connection between the two.
So no, GarenaMaster is not (for all that I can see from your pictures) is not a cheat-injecting tool, it is a hack. And if you want something to inject a cheat-pack to every map you open, it will be dumb, and make a lot of problems like re-inserting the cp to a map that you already played and its just been plain lazy to no cheat your map before you open the map.
