Hm, better get a "Samsung Nexus S" then. It costs a bit more, but it's one of the phones sold by google and it has been announced it will eventually get Android 4. I can't stand those Motorola phones to be honest, a friend had a Motorola Milestone and he eventually sold it since he couldn't get it hacked. That phone was incredibly locked down, the system memory was read only. If the Nexus S is too expensive for you, then have a look at the Nexus One, though it won't get any official Android 4. But since it's the original Google-Phone and comes unlocked, it's pretty likely to get the best community ports. The Nexus S comes unlocked as well, afaik it just warns you about unlocking the bootloader and then you're good to go. On other phones you often have a risk to brick it while going through cumbersome downgrade procedures just to hack it.
Once you hacked your phone you'll want to install CyanogenMod, but the Defy+ isn't even supported. So have a look at supported devices here:
