Request: I would like you to add NUZAMACUXE's Cheat Pack to this map, and there is this communication building (not owned by the player) wherein there's like 4 skills in it; can the nc (no cooldown) affect this? because it takes sooo long for it to be available again :( Image

I would guess that -nc will not affect neutral buildings, but I'm not 100% sure.
