No, it's server side.
To get ip faster in this game, use double ip boost(which you get by using gold member hack) or play alot. xD

or create 100 accounts and make them lvl 10 and u'll get alot of rp/ip or just ask ur freinds to do it for you (referals i mean) or find a bot
if u get a good bot you can have 2 lvl 10 per 24 hours so if you do it in different computers at the same time or if you ask like 5 or 6 freinds it will go fast
