Can anyone else on your network host? And if so, are they using the same ports as you? If so, use different ports. Also, http://portforward.com/routers.htm

Do you have a manually assigned IP address to your computer, or each time you start it are you assigned a new one. If you are assigned a new one you need to manually assign one single IP address and forward the ports to the IP from your router settings.

You are being assigned an IP address from you router then. This means that when you restart your computer your router can give you (and usually does) a new IP Address for your network. What you need to do is go to your network properties

Click Internet Protocol(TCP/IP) and click properties

Now you want to click "Use the following IP Address"

In the "Ip Address" field type "192.168.1.3", or "192.168.0.3"
*Note I Don't know what your router IP is those are the most common two for netgear. To edit the router setting if you go to "http://192.168.0.1" use the 0 if you go to "192.168.1.1" use the 1

In The Subnet Mask Field Type "255.255.255.0"

In the Default Gateway Field use your routers IP, (Either the "192.168.0.1" or "192.168.1.1")

Re do what Bart Said and you should have no more issues

Are you going to that IP address?

Open IE or Firefox and type in either

http://192.168.1.1

or the http://192.168.0.1

Depending on your router and try the default username and password if applicable.

If it's not that Username and Password then ask your parents what it is lol.

Try hitting enter after you type it? :P
(If that actually is your problem, you're an idiot)
You're typing in the IP address to the address bar, right? Not the default gateway? That's what you said you were going to, and that would explain why it isn't working...

You need to set up a static IP to host. Go to this link: http://www.portforward.com/networking/staticip.htm and choose the link with your operating system. Follow the directions on it. Once you're done that, you will need to forward the ports.
You said you're using a Netgear router. Can you figure out what model it is? When you do, visit this link: http://portforward.com/routers.htm and scroll down to NETGEAR. It's the 24th brand down on the 3rd column to the right. Click on your router's model. When the next page loads, find the W section. It's almost at the bottom, it's all the way on the right of the page. Find Warcraft III, and click on it. Follow all the directions on that page.
Hopefully, you can now host. Load up WC3, join B.net, and create a custom game. See if anyone joins. To make sure that it's not that nobody really wants to play, you should host something really popular, like DotA. If someone joins... There you go, it works. If not... You screwed up somewhere. Go back through the directions and try again. Do not pass Start. Do not collect $200.
