Delay reducer

I downloaded and installed a program called "Delay reducer", but it doesn't work on my computer (I have windows xp), the question is: is there any way to run this program on my dinosaur, or alternative?

That dr version can't be work on wc3 1.26.
You need to find another version or programs.
ps. I can make to clearly work in 1.26 that. but my time is short.

can you tell me the version of Warcraft 3? I myself will find it and install it, well, or a link to it
