[Question!]Observers chat upon map start

Hi there, I was wondering if it was possible if you could immediately set chat to sending messages to observers right when the map is finished loading. If so, how can I?

This might be possible usinh a hot key. Same way if you press shift and open chat it will send to everyone and ctrl will send to team.
