where did you hear it...
if you mean deobfuscate it means to make it un-optimized

Right click war3map.j in MPQmaster,
click properties,
The box which displays encrypted is ticked.

Um.. Nothing I'd think.
That doesn't decrypt it. It sets it's properties to be not encrypted.
