Well, I saw in the request rules topic that there was a FV for fake version. And I was wondering, does that mean like having it be like 1.1 instead of 1.0? Making people think that it's not hacked, and that it's just newer? If that's not what it does please tell me.

You got it right.
The primary point of making fake versions is to get the cheated version dominating over the original, (mostly) non-cheated version.
For example, that's what is being done to Troll & Elves map.
