Hearing Random Mouse Click Sound (Windows XP Start.wav)

I only manage to fix this before by reformating my OS. I experienced this on Windows 7 and XP. Now I've encountered it again after several months. I hope reformat is not the only option coz I googled and can't find seem to solve this problem.
The sound is the actual sound made by "Start Navigation" on Sound properties aka "Windows XP Start.wav"... randomly heard randomly but only after about 20 seconds or so of logging in to windows..
Anyone encountered this before?
